北京化工大学来华留学生公寓管理规定

（试行）

第一章   总   则

第一条  为维护学校正常教学和学生生活秩序，为留学生提供良好的学习生活环境，保护学校和学生合法权益，依据国家有关法律、法规，结合学校实际，制定本规定。

第二条  北京化工大学来华留学生公寓是经北京市公安局出入境管理局批准接待外国留学生的专门场所。本规定适用于北京化工大学来华留学生公寓住宿学生。

第三条 入住来华留学生公寓的人员应自觉遵守中国法律法规、学校规章制度及公寓管理规定，养成良好的学习生活习惯，体现来华留学生良好的道德行为规范和精神风貌。

第二章  管理机构设置及职责

第四条来华留学生公寓由国际教育学院统筹负责和管理，并委托物业服务企业提供日常服务，学校保卫处、财务处、后勤集团提供相应的服务和保障。

第五条  国际教育学院的职责：

1. 落实学校和其他上级部门的有关政策和决定；

2. 制定来华留学生公寓相关管理规章制度及实施细则；

3. 测算来华留学生房间资源，制定每年来华留学生住宿方案；

4. 审核来华留学生房间分配和调整方案，提供入住人员名单,并办  理外国人临时住宿登记；

5. 按照学校收费标准，按核定标准每学年向学生收取和催缴住宿费；

6. 核查来华留学生公寓空房间、空床位情况；

7. 在规定的时间向财务处反馈住宿费收缴情况；

8. 监督检查来华留学生公寓物业服务企业的工作；

9. 负责来华留学生的校区搬迁工作；

10. 组织开展来华留学生公寓内学生思想教育和日常行为管理工作；

11. 组织开展来华留学生公寓内文化建设和环境营造工作；

12. 组织工作人员和辅导员定期巡视来华留学生房间，开展安全检查与评比等活动；

13. 组织对来华留学生进行公寓安全教育和培训；

14. 倾向与物业服务企业的沟通与协调工作；

15. 配合学校相关部门组织消防及各类安全演练；

16. 组织清退来华留学生公寓内的毕业生及不具有住宿资格的人员。

第六条  物业服务企业的职责：

1. 履行学校委托的来华留学生公寓管理服务项目；

2. 制定来华留学生公寓物业管理和人员管理办法；

3. 为来华留学生提供公寓安全、卫生等物业管理和服务；

4. 处理突发的安全事件，及时向国际教育学院反馈，保证学生公寓日常工作安全运行；

5. 维护公寓内设备及家具等相关设施的正常运转；

6. 收集学生意见，并协助开展学生公寓区环境的营造和文化建设，开展方便学生生活的服务，为开展学生教育和管理工作提供必要条件；

7. 负责对学生在公寓内的住宿行为打分，并将打分情况及时反馈给国际教育学院。配合国际教育学院组织开展年度优秀房间评比活动，维护来华留学生公寓正常的学习和生活秩序，共同做好学生的思想教育和日常行为管理工作；

8. 协助落实国际教育学院确定的学生住宿方案和住宿计划；

9. 对管理服务人员进行业务培训和考核等工作；

10. 落实国际教育学院和其他学校部门布置的工作任务和要求；

11. 其他未尽事宜参照《北京化工大学留学生公寓物业管理服务合同》执行。

第七条  保卫处的职责：

1. 指导来华留学生公寓安全管理；

2. 处理学生公寓区内突发的安防和消防事件；

3. 对学生公寓进行安全监督检查和外围区域的日常巡逻；

4. 负责学生公寓消防器材、安防设备等的配备、维修、保养和更新；

5. 配合公安机关处理学生公寓区内各类治安及其它案件；

6. 组织消防及各类安全演练。

第八条 财务处的职责：

1. 协助国际教育学院进行来华留学生公寓成本核算和管理；

2. 对来华留学生住宿费缴费单进行审核和收取，并开具发票；

3. 协助国际教育学院核查住宿费收缴情况。

第九条 后勤集团职责：

负责来华留学生公寓水电等专项维修及后勤集团保障范围内的维修和服务。

第三章  住宿、调宿、退宿  

第十条  经学校录取并报到入学的来华留学生，具有入住公寓资格。经来华留学生本人申请，经审核批准后，由国际教育学院统一安排住宿。

第十一条  来华留学生办理入住手续时，必须提供合法有效的普通护照和学习类居留许可签证，依据《中华人民共和国出境入境管理法》第三十九条规定，外国人在旅馆以外的其他住所居住或者住宿的，应当在入住后24小时内由本人或者留宿人，向居住地的公安机关办理登记。入住时须签认《北京化工大学来华留学生公寓入住协议》（附件1）。来华留学生住宿期间必须持有合法有效的护照和签证。护照和签证延期、换发或有其他变更，必须及时登记和更新。否则将暂停其公寓住宿资格，直至完成登记为止。

第十二条  来华留学生办理入住手续后须在公寓管理人员统一安排的房间、床位住宿，未经批准不得私自调换。每学期来华留学生因个人原因申请换房次数不得超过1次。不得擅自调换和占用床位。禁止留宿外人、将床位挪作他用或进行营利性活动。

第十三条  来华留学生在办理退宿手续时，需经工作人员核查房间内物品、设施完好后并退还钥匙和门禁卡、结清费用后方可离开。房间公共物品丢失、损坏的，须按照原物价赔偿。

第十四条  来华留学生办理完退宿手续后，应及时带走所有个人物品，公寓不负责保管其遗留物品。

第十五条  来华留学生退宿后如需重新入住，须重新提出申请，办理有关入住手续。

第四章   申请校外住宿

第十六条  学历来华留学生原则上应入住来华留学生公寓，如有特殊情况需在校外住宿者，须向国际教育学院提出申请，按照相关规定办理校外住宿手续。

1. 申请校外住宿者须向国际教育学院提交《北京化工大学来华留学生校外住宿登记表》（附件2），阅读《校外住宿留学生警示书》（附件3），分别由公寓负责老师、辅导员、留学生学生工作部门签署意见后并备案，方可办理退宿手续。

2. 学生因在校外住宿发生的一切问题均由学生自己承担，学校不承担任何法律责任。对于已办理学生公寓入住手续，未经允许私自到校外住宿者，所在学院应督促其尽快返校住宿，劝导无效而在校外住宿导致的一切后果由学生本人自负。

3. 在校外住宿的留学生依据《中华人民共和国出境入境管理法》第三十九条规定，外国人在中国境内旅馆住宿的，旅馆应当按照旅馆业治安管理的有关规定为其办理住宿登记，并向所在地公安机关报送外国人住宿登记信息。外国人在旅馆以外的其他住所居住或者住宿的，应当在入住后24小时内由本人或者留宿人，向居住地的公安机关办理登记。并保持与国际教育学院联系。若校外住宿地址或联系方法发生变更，应及时通知辅导员及留学生学生工作部门。

4. 已办理校外住宿手续的留学生，若计划回校内来华留学生公寓住宿，须重新到国际教育学院办理申请住宿手续。

第五章  管理与服务

第十七条  物业服务企业在来华留学生公寓管理服务的范围主要包括：门窗家具、水电、照明、门禁系统、厨房设施的日常管理和维护；房屋及相关设备设施的维修与保养；来华留学生公寓内、外的日常保洁；公寓值班管理工作；在保卫部门的指导下做好公寓的消防工作；负责本公寓管理人员的业务培训和考核等。

来华留学生公寓物业服务企业应按照合同约定提供服务。

第十八条 来华留学生入住前应签订《北京化工大学来华留学生公寓入住协议书》，明确各自的权利义务。入住学生应服从管理部门的管理。

第六章  住宿费管理

第十九条  学校按照国家和北京市有关部门批准的收费标准收取留学生住宿费。

第二十条 公寓住宿按日计费，来华留学生须按照学校来华留学生公寓住宿费用标准，根据入住时间一次性交纳一个学期或一个学年住宿费。

第二十一条 除中国政府奖学金或其他项目规定提供住宿的学生外，在公寓住宿的来华留学生须按时交纳住宿费，对未交齐住宿费者，学校有权不予注册或取消其住宿资格并要求其立即搬离公寓。如遇特殊情况，留学生须书面说明交纳期限。

第二十二条 寒暑假期间，除中国政府奖学金，均须缴纳假期住宿费；不在公寓住宿的来华留学生须在放假前退宿，并将个人物品从房间搬出，床位由学校统一调配。如需保留床位，须按照正常房价交纳住宿费。

第二十三条 因毕业、结业、退学、休学等原因离校或自愿申请退宿的来华留学生，须及时办理退宿手续，按照实际住宿天数结清住宿费用。

第七章  公寓安全

第二十四条 所有住宿人员应自觉维护学生公寓安全，不得在来华留学生公寓内进行各种违反法律法规和校规校纪的活动；应增强法制观念和安全意识，提高防范能力、自我管理能力和自救逃生能力；有义务及时劝阻、制止和报告任何有损公寓安全、正常秩序的不良行为。

第二十五条 物业服务企业应每月至少对消防设备设施进行一次安全检查，并有安全检查记录；每学期至少开展一次学生公寓管理人员的安全教育和培训，普及消防知识，提高消防安全意识。

第二十六条  公寓内严禁存放毒品、枪支、弹药、易腐蚀、剧毒、化学药品、细菌和病毒标本或具有放射性的危险物品等。

第二十七条住宿留学生应妥善保管好自己的贵重物品。外出应关闭室内电源，锁好门窗，以防财物丢失。

第二十八条 公寓值班室实行24小时值班制度，所有住宿留学生应遵守公寓作息时间，服从值班人员管理，刷卡进出。

第二十九条  为预防和杜绝火灾事故的发生，保护公寓内人员生命及财产安全，学校依照《中华人民共和国消防法》及相关法律、法规进行消防安全管理。若因个人违规造成火灾，须由责任人承担全部责任并赔偿损失，情形严重的将依法追究刑事责任责任。公寓区域内严禁以下违反消防安全的行为：

（一）挪动、乱用、破坏消防器材和设施；

（二）吸烟或储藏、使用易燃、易爆、强腐蚀性等危险品，使用煤气炉、酒精炉等明火器具。

（三）在公寓房间内使用以下违章电器：

1.热得快、电炉、电热毯、电热锅、电热水器、取暖器、电熨斗、电烤箱、电磁炉、电吹风、电卷发器等电热设备以及无自动断电保护装置的电器；

2.任何私人大功率电器（如冰箱、洗衣机、电视机等）；

3.无中国3C认证（中国强制性产品认证China Compulsory Certification）的电器。

（四）在公共厨房以外的个人房间内烧煮饭菜；

（五）烧煮饭菜时无人看管；

（六）在公寓房间内私拉电线；

（七）使用蜡烛，焚烧纸张、香料等燃烧物、拉床围子；

（八）离开房间时不切断电源；

（九）在易燃物上为手机、充电宝等物品充电；

（十）其他可能造成安全隐患的行为。

第八章  会客管理

第三十条 来访者须向公寓工作人员出示有效证件，并填写《公寓来访登记表》（附件4）。经工作人员询问被访来华留学生相关情况后，方可进入公寓。探访完毕后，来访者应登记离开时间。受访来华留学生离开公寓时，来访人员必须同时离开。

第三十一条 未带证件的来访者须经电子摄像，并填写《公寓来访登记表》后，由被访来华留学生亲自领入，否则来访者只能在公寓大厅等候。

第三十二条 对于在非来访时间探访或未履行登记手续的来访者，来华留学生无权让其在公寓内停留，公寓管理人员有权劝其离开。任何来华留学生不能留宿其他人员。

第九章 其他规定

第三十三条 公寓内应保持安静，不得在公寓内酗酒闹事、打架斗殴、大声喧哗，音响设备不得大音量播放，不得影响他人的学习和休息。

第三十四条 应自觉保持和维护公共场所及房间内卫生，禁止饲养宠物，不得高空抛物。不得在公共区域内堆放个人物品；如有放置将视为丢弃物，工作人员有权进行清理。不得将室内垃圾堆放在楼道内，应认真做好垃圾分类并将其送至楼外垃圾桶。

第三十五条 爱护公物，节约能源。公寓提供的冰箱、电视、空调、洗衣机、热水器等电器设施应合理使用，不得擅自改装、转移或损坏，违者应照价赔偿。提倡节约用水、用电，并注意使用安全。

第三十六条 公寓厨房、洗衣机、烘干机、电冰箱等设施仅提供给公寓内的来华留学生使用，其他外来人员不得使用。

第三十七条 来华留学生应爱护公用厨房电磁炉、微波炉等电器，保持厨房整洁卫生，不得擅自将厨房设备带出；做饭时应遵守电器操作规范，注意用电安全，开启排油烟机，使用后关闭电源。做饭后应及时收回刀具，不得存放在公共场所。

第三十八条 严禁在公寓内传教或散发宗教宣传品，不得在公共空间张贴或悬挂有关宗教的图画、文字或饰品。

第三十九条 严禁在公寓内私自装修，破坏、改变房屋结构及功能。严禁改变房间内家具等公共物品的统一摆放位置。严禁在公寓内随意刻画、打孔、粘贴等，如有此行为的将被责令恢复原貌，无法恢复时需进行赔偿。

第四十条 禁止在公寓内从事任何经营活动。房间钥匙不得转借他人，严禁私自换锁、另加门锁。

第四十一条 应尊重工作人员，对各项工作予以积极配合。工作人员将定时检查公寓安全及卫生。

第四十二条 来华留学生公寓实行用电配额管理，超出配额指标的电费由留学生自己承担。所有住宿人员应节约水电，避免浪费。发现水电设施损坏，请及时报修，禁止擅自修理或拆卸。

第十章  奖励、处罚及赔偿事宜

第四十三条 凡违反本规定者，视其违规行为情节轻重，学校对其进行警示、批评教育、书面警告，一年内收到两次书面警告的来华留学生将被取消住宿资格。

第四十四条 严重违规者，学校将依据纪律处分相关规定给予违纪处分。违规行为造成公共财物或他人合法人身财产损失的，来华留学生须赔偿全部损失。来华留学生在公寓内有涉嫌违法行为的，学校将交由公安机关依法处理。

第四十五条 本规定中未涉及影响公寓正常安全秩序的其他行为，参照学校及国家有关规定予以处理。

第四十六条 来华留学生在公寓的表现与其评优、考核以及奖学金评审挂钩。

第十一章  附则

第四十七条 其他未尽事宜，由国际教育学院协调相关职能部处协商解决。

第四十八条 本规定自发布之日起执行，《关于印发〈北京化工大学留学生公寓管理规定（试行）〉的通知》（北化大校办发[2010]15号）废止。

第四十九条 本规定由国际教育学院负责解释。

附件1

北京化工大学留学生入住协议

Accommodation Agreement for the International Student Apartment Building of Beijing University of Chemical Technology

The international student apartment building of Beijing University of Chemical Technology, which is approved by the Exit-entry Administration of Beijing Municipal Public Security Bureau, is the special place to offer accommodation to the international students. School of International Education BeijingUniversity of Chemical Technology is in charge of its operation and daily administration. In order to create a safe, tidy and comfortable environment for living, and according to the 《Beijing University of Chemical and technology International Students Management Regulation》，this regulation is issued. Student who violates it will be given disciplinary punishment. It is hoped that the international students can abide by it.

北京化工大学留学生公寓是经北京市公安局出入境管理处批准接待外籍留学生的专门场所，北京化工大学国际教育学院负责日常运行和行政安排。为创造一个安全，整洁与舒适的住宿环境，根据《北京化工大学留学生公寓管理规定》（北化大校办发［2010］15号）特制订此协议。如有违反将按照《北京化工大学留学生公寓管理规定》给予纪律处罚，请留学生自觉遵从。

Administrative Regulations on Acceptance of the International Students

办理入住

 1、To go through the procedure of accommodation with the valid passport ;

携带有效护照办理入住手续；

 2、To follow the arrangement and live in the assigned room. Never change the room or occupy the room by force without permission;

遵从安排入住选定房间。严禁私自调换、强占或出租床位；

3、Two international students share one room, The university will take factors of nationality and living conventions into account. However, the university has the right to arrange to share one room with the international student. If he/she doesn’t agree with the university, he/she should pay the charge of the whole room；

每个房间最多入住两名留学生，本校综合来源国籍和生活习惯安排住宿。若有异议，请向留学生办公室提出申请可支付全款入住单独房间；

4、The student should sign accommodation agreement before checking in.

留学生需在入住之前签订本入住协议。

Accommodation Fee

住宿费

1、The accommodation charge of international student apartment building is calculated by day. The international student should pay the accommodation in accordance with the standard and the deadline as required. For special circumstances he/she should submit a written explanation of the time of payment.

留学生住宿费用按日计算，留学生需在规定时间内一次性缴纳全部费用。如有特殊情况需向留学生办公室提交说明；

East Campus/West Campus    60¥/day

东校区/西校区 60人民币/天

North Campus（New Campus）70¥/day

北校区（新校区） 70人民币/天

2、The international student who has to leave the university because of graduation of the curriculum, suspension of school ling, withdrawal from the university and so on should clear the accommodation charge in accordance with the actual days of his/her stay in the international student apartment bulling. We will not return the fee back to the students who quit the school because of the discipline punishment

留学生须在学期结束或毕业时离开学校，休学或者退学等情况需根据在校的具体时间结算住宿费用，由于纪律处分劝退的学生将不退还任何费用；

3、During the winter and summer vacations, if the international student wants to keep the room while he/she returns to his/her resident country or go for a travel, he/she has to pay the accommodation charge in accordance with the standard.

寒暑假时，若回国或旅行需保留床位的留学生，按标准费用缴纳。

Regulations for Receiving Visitors

访客

1. All the visitors should be required to present their valid identifications to the staff at the reception desk and fill in the Registration Form of Visitors of the Apartment Building. If the person can’t offer the valid identifications then he is not allowed to enter the building.

所有访客必须在接待处向工作人员出示有效证件并填写“留学生公寓访客登记表”，若无法提供有效证件则禁止入内；

2、Visitor who has no proper identification with him/her should take an electronic photo and fill in the Registration Form of Visitors of the Apartment Building. Meanwhile he/she should enter the building with the company of the international student who is going to receive him/her. Otherwise, he/she may only wait for the international student at the lobby of the building.

经工作人员核实被访留学生相关信息后，在被访留学生陪同下访客方可进入。若被访留学生不在，访客须在大厅等候；

3、Visiting hours are from 9:00 to 22:30.The staff of the building have the right to order the visitor to leave the building if he/she hasn’t left after the visiting hour. Without the approval of the apartment management teacher, no international student is allowed to lodge a visitor for the night. If necessary, it should be approved by the apartment management teacher and go through the check-in procedure at the reception desk.

访客时间是9:00---22:30。工作人员有权要求逾时访客离开公寓。没有留学生办公室允许任何留学生不准留宿访客。如需留宿必须经留学生办公室同意并按照入住流程办理入住手续。

Administrative Regulation for Daily Life

日常生活

1. The international student is strictly prohibited from using the dormitory to conduct activities against laws and the university’s regulations.

严禁在公寓楼内进行违反法律及校规校纪的一切活动；

2、Note that protect public health and interior, apartment buildings and other non-poultry pets; non apartment storing bicycles; strictly prohibited garbage and personal items.Placing in public places is considered discarded, managers will be cleared.

严禁在公寓楼内饲养一切动物、严禁停放自行车、严禁公共区域内堆放垃圾及个人物品，如有放置将视为丢弃，工作人员将进行清理，后果自负；

3、Strictly prohibited destroying communal facilities. Care of public facilities damaged public facilities according to the price of compensation; non nail in the wall, post or unauthorized Illustrated stucco walls; prohibit stampede footprints on the wall, graffiti or posting paintings; these irregularities will be fined 200 Yuan. The room is equipped with appliances (refrigerator, washing machine, television, air conditioning, etc.), furniture and bedding, accommodation during their studies by the staff I kept using, if damaged, according to maintenance price compensation.

严禁破坏公共设施，如有损毁一律按维修价格赔偿。严禁在墙面钉钉子，若由于粘贴海报、绘画涂鸦等造成墙壁污浊需按面积赔偿或恢复原貌；

4、Prohibited in the area outside the kitchen to cook boil; prohibited the use of fire in the apartment area, such as candles, burning paper. Prohibited use of or damage to fire equipment; prohibited to use the fire or set up electric wire; illegal use is prohibited in the dorm appliances such as electric stove, electric heater, electric bed, etc., once discovered will be confiscated for safekeeping and punished; Always lock the doors when they go out, to ensure that people go off; Where fire caused due to personal responsibility, must compensate all losses, serious cases will be held criminally responsible.

严禁在厨房以外区域做饭或使用明火、私拉电线，严禁房间内使用电炉，电热棒，电热毯等电热设备，以及无自动断电保护装置的电器，1000W以上的用电器，一经发现没收惩处，严禁破坏消防设施，若因个人违规造成火灾，须承担所有责任并赔偿损失，情形严重将负法律责任；

5. Prohibited to bring the hazardous article to the apartment

严禁将危险品带入公寓；

6、International students should come back to dormitory before 24:00 and not go out again, students who come back later should go through all necessary formalities and he is regarded as the disobedience of the discipline.

留学生每晚应在24:00前回到公寓，并不再外出，晚归须办理登记手续并视为违纪；

7、If go out please lock the door and window in order to prevent others come in; if belongings lost students should take own responsibilities.

外出请锁好门窗，防止其他人员入内，如有物品丢失，责任自负；

 8、Prohibited lending the keys to others or making keys、changing the locks of the doors or adding another locks on the doors.

严禁将钥匙转借他人、配钥匙、更换门锁或另加门锁的；

 9、Keeping quiet in the building and not making racket、influencing others.

公寓应保持安静，不得在房间及走廊内大声喧哗、影响他人；

10、Apartments non-smoking, violators fined 50Yuan。

严禁在公寓楼内吸烟，违者罚款人民币50元；

11、Apartment management staff will be on Tuesdays, security risks of the room and sanitary checks.

工作人员将每周定时检查公寓安全及卫生；

12、The international students shall respect the apartment staff, subject to the management and staff with the apartment carry out the work. The international students shall strictly comply with this requirement, all the formalities in accordance with the relevant procedures, students who have serious discipline violations will be canceled the accommodation qualifications.

留学生需尊重公寓员工、配合工作。

Departure regulations

退宿

1. International students go through the formalities should let the staffs checking the items in the room, after ensuring the safety of the items and returning back the keys, electronic card and the card keys can they leave.

留学生在办理退宿手续时，需经工作人员检查房间内物品、设施完好并退还钥匙，电卡，门禁卡后，方可离开。

2. International students should bring all the belongings after going through all the formalities, the apartment is not responsible for keeping the items left in the room.

留学生办理完退房手续后，应及时带走所有的个人物品，公寓不负责保管其遗留物品。

Compensation issues

赔偿费用

The right to the interpretation of this regulation is reserved to the School of International Education  Beijing University of Chemical Technology.

随着学院留学生数量不断增多，部分留学生选择校外租赁的房屋,由于脱离校园整体管理环境，在信息传递和自我管理方面，引发了许多问题，为了规范学院对留学生校外住宿管理，现将必须了解的我国的相关政策法规和校规院规警示如下：

 With the growing number of international students in our college, some students tend to live off-campus in their hired houses, which has caused many problems in information passing and self-management due to a lack of overall on- campus supervision. And in order to regulate off-campus accommodation, we hereby display relevant national laws and college regulations as below:

1. 校外住宿留学生必须要在国际教育学院留学生办公室填写办理《校外住宿登记表》进行备案，租赁地址和联系电话发生变更后要及时告知，如未进行备案和及时告知，造成一切后果由本人负责。

1. All off-campus accommodation students shall fill in the Off-campus Accommodation Registration Form for a record in International Student Office College of International Education and shall timely inform the officer of the latest lease address and contact number. If not, all consequences will be at your own risk.

2. 在租赁房屋时要选择正规的房屋租赁公司，须与房东签订房屋租赁合同，复印两份，一份交学生事务办公室，一份交签证办公室。

 2.  Students should rent houses in normal house rental companies and shall sign a leasing contract with the landlord. And make two copies, one is to hand in to Student Affairs Office, and the other is to Visa Office.

 3.  校外住宿留学生按照学期初课表时间按时上课，如有事不能按时上课，事先到留学生办公室开具《外国留学生请假申请》，未请假或者请假未准缺勤逾期两周以上者，按自动退学处理，取消其学籍。

 3.  Off-campus accommodation students shall attend classes according to the school timetable set in the beginning of the semester. And a Note for Leave should be written in advance in International Student Office in case of the absence for some reason. If not, any student with unexplained absences up to two weeks, will be treated as voluntary withdrawal by the students and will lead to his/her student status being terminated.

 4.  按时办理住宿登记和居留许可，按照《中华人民共和国外国人入境出境管理法实施细则》住宿登记或者留宿未持有效证件外国人的责任者，可以处警告或者50元以上、500元以下的罚款，按照《中华人民共和国外国人入境出境管理法实施细则》规定居留许可须自入境之日起30天内到居住地市办理，对于非法居留的外国人，可以处警告或者每非法居留一日，处500元罚款，总额不超过5000元，或者处3日以上、10日以下的拘留；情节严重的，并处限期出境。

 4.  Residence registration and residing permits should be registered on time. According to Rules Governing the Implementation of the Law of the PRC on the Entry and Exit of Aliens, residence registration must be registered within 30 day of entry into China. Those who do not make the residing permit, who do not apply to the public security organ for residence registration and who provide rooms to accommodate aliens without perfect instrument shall be fined from 50RMB to 500RMB. According to Rules Governing the Implementation of the Law of the PRC on the Entry and Exit of Aliens, residing permits should be registered in the prefecture-level city within 30 days of entry. Aliens who reside illegally shall be given a warning or fined up to 5000RMB (for each day’s illegal residence, 500RMB shall be fined) or detained from 3 to 10 days. In serious circumstances, the violators shall be ordered to leave the country within a definite time.

 5.  遵守居住小区内的物业管理规定，不许聚众喧哗，干扰邻居。根据《中华人民共和国治安管理处罚法》第五十八条违反关于社会生活噪声污染防治的法律规定，制造噪声干扰他人正常生活的，处警告；警告后不改正的，处两百元以上五百元以下罚款。

 5.  Off-campus accommodation students shall comply with Property Management Regulations in the community and should not make loud noises and disturb neighbors. According to Article 58 of Penalty Law of Public Security Management of PRC, anymore who violates the law of Prevention and Control of Pollution ny Noise of Social Activities by making noises to disturb people’s normal life, shall be given a warming. And a fine from 200 RMB to 500RMB shall be imposed if the caveatee refuses to correct after the warning.

 6.  校外留学生如驾驶或租赁机动车，须到留学生事务办公室填写《留学生驾驶机动车审批表》进行备案。根据《中华人民共和国道路交通安全法》第九十九条规定“未取得机动车驾驶证、机动车驾驶证被吊销或者机动车驾驶证被暂扣期间驾驶机动车的处两百元以上两千元以下罚款，可以并处十五日以下拘留。

 6.  Off-campus students who drive motor vehicles(rental vehicles included)shall fill in the International Students Moter Vehicle Driving Approval Form in Student Affairs Office for a record. According to Article 99 of the Traffic Safety Law of the PRC, driving a motor vehicle before obtaining the motor vehicle driver’s license or after the driver’s license is temporarily suspended, any circumstance above will be given a fine from 200RMB to 2000RMB and may at the same time with a detention under 15 days.

 7.  根据《中华人民共和国外国人入境出境管理法》第十九条规定，外国留学生在华学习期间不得就业、经商，或从事其他经营性活动。

 7.  According to Article 19 of the Law of the PRC on the Entry and Exit of Aliens, during the study period in China , foreign students shall not obtain employment or engage in business or any business activities.

 8.  根据《中华人民共和国境内外国人宗教活动的管理规定》要求，留学生不得在中国境内成立宗教组织，设立办事机构，在中国发展教徒或进行传教活动。不许外国留学生在我国境内进行出版、结社、集会、游行、示威等活动。

 8.  According to Regulations Concerning Aliens Religious Activities of the PRC, international students should not establish any religious organization or open believers or conduct missionary activities among Chinese citizens. And international students in China do not have the rights of freedom of the press, of assembly, of association, of procession and of demonstration.

 9.  根据《中华人民共和国治安管理处罚法》第七十二条 有下列行为之一的，处十日以上十五日以下拘留，可以并处两千款：（一）非法持有鸦片不满两百克、海洛因或者甲基苯丙胺不满十克或者其他少量毒品的；（二）向他人提供毒品的；（三）吸食、注射毒品的；（四）胁迫、欺骗医务人员开具麻醉药品、精神药品的。

 9.  According to Article 72 of Law of the PRC on Penal for Administration of Public Security, a person who commits any of the following acts shall be detained for not less than 10 days but not more than 15days and may, in addition, be fined not more than 2000RMB; if the circumstances are relatively minor, shall be detained for not more than five days or be fined not more than 500 RMB : (1) illegally possessing opium of less than 10 grams or a small amount of other narcotic drugs;(2) providing another person with narcotic drugs; (3) ingesting or injecting narcotic drugs; (4) coercing or cheating a medical worker to prescribe narcotic drugs or psychotropic substances.

 10.  根据《中华人民共和国治安管理处罚法》第六十六条卖淫、嫖娼的，处十日以上十五日以下拘留，可以并处五千元以下罚款；情节较轻的， 处五日以下拘留或者五百元以下罚款。在公共场所拉客招嫖，处五日以下拘留或者五百元以下罚款。

 10.  According to Article 66 of Law of the PRC on Penal for administration of Public Security , a prostitute or a person who goes whoring shall be detained for not less than 10 days but not more than 15 days and may, in addition, be fined not more than 5000 RMB; If the circumstances are relatively minor , she or he shall be detained for not more than 5 days or be fined not more than 500 RMB ; A person who, at a public place, touts for prostitution or invites another person for whoring shall be detained for not more than five days or be fined not more than 500 RMB.

 11.  根据《中华人民共和国治安管理处罚法》第二十六条，有下列行为之一的，处五日以上十日以下拘留，可以并处五百元以下罚款；情节较重的，处十日以上十五日以下拘留，可以并处一千元以下罚款：（一）结伙斗殴的；（二）追逐，拦截他人的；（三）强拿硬要或者任意损毁、占用公私财物；（四）其他寻衅滋事行为。

 11.  According to Article 26 of Law of the PRC on Penal for Administration of Public Security, a person who commits any of the following acts shall be detained for not less than 5days but not more than 10 days and may, in addition, be fined not more than 500 RMB; if the circumstance are relatively serious, he shall be detained for not less than 10 days and not more 15 days and may, in addition, be fined not more than 1000 RMB: (1) gang fighting; (2)chasing or intercepting others; (3) forcibly taking and obstinately seizing or willfully damaging and occupying or private property; (4) other provocative acts.

在中国违反中华人民共和国任何法律法规都要按照中国的法律法规的处理方式进行处理，不会因为你的外国身份进行特殊处理。

 Anymore who violates laws of the PRC in China shall be punished according to laws and regulations of China, and the foreigners are no exception.
